If I set a budget for August, it should not retroactively change the budgets I set for past months. Perhaps I got a new job and know I’ll be making more income. Perhaps my rent is going up, and I want to budget for that. Updating budgets to reflect my current situation shouldn’t impact my ability to look back and see how I did in the past.
