Once a user has watched the “Enable rollover budgeting” tutorial, the promotional popup at the top of the Budget page should no longer appear. Currently the prompt persists after viewing, requiring users to scroll past it every time they visit the Budget page. It would be a better experience to automatically dismiss this prompt once the user has engaged with the tutorial, or to provide a way to manually dismiss it.
