Currently, Piere automatically generates a monthly budget even when the user has not set one up themselves. Some users prefer not to have a budget auto-created each month and would like the ability to opt out of this behavior.

This request is for a setting that lets users disable automatic monthly budget creation. When turned off, no budget would be generated for a new month unless the user explicitly creates one themselves.
